The IEEE usually charges a licensing fee to each individual that wants to receive a copy of an IEEE standard. In this
project we are committed to distributing all our deliverables (both the Reference Implementation as well as Documents on Standard) at no
cost and under an Open Source license. To achieve that, we need to secure US$30,000 by December 2007 to cover IEEE's
costs of developing this standard. Once we reach this goal, the final standard documents will be freely available to
anybody, royalty-free.
